GST Rule 14B from 1 November 2026: Eligibility, Benefits and Registration Process for E-Commerce Sellers

October 29, 2026

The Central Government has notified Rule 14B under the Central Goods and Services Tax (CGST) Rules, 2017, introducing a simplified GST registration mechanism for eligible small sellers supplying goods through e-commerce platforms. The provision was notified through Notification No. 05/2026-Central Tax dated 26 October 2026 and will take effect from 1 November 2026.

Under this mechanism, eligible sellers can obtain GST registration online in a state or union territory where they do not have a physical business presence by declaring an eligible e-commerce operator’s warehouse as their principal place of business, subject to the prescribed conditions. The measure aims to make interstate e-commerce expansion easier for small businesses.

Who Is Eligible for GST Registration Under Rule 14B?

The simplified registration option is available to sellers who meet the applicable conditions. Businesses should understand the general requirements for GST registration for e-commerce sellers before applying under this specific mechanism.

  • Holding a regular GST registration in their home state.
  • Intending to supply goods exclusively through an eligible e-commerce operator required to collect tax at source under Section 52 of the CGST Act.
  • Having a total monthly output tax liability on supplies to registered persons, excluding persons registered under the same PAN, that does not exceed ₹2.5 lakh.
  • Obtaining the e-commerce operator’s consent to declare its warehouse as the principal place of business in the destination state or union territory.

The scheme also requires biometric-based Aadhaar authentication and the prescribed verification in the seller’s home state, wherever applicable.

How to Apply for GST Registration Under Rule 14B

Eligible sellers must submit an application in Form GST REG-01 through the GST common portal, selecting the Rule 14B option and providing their home-state GSTIN and the relevant e-commerce warehouse details. Before applying, sellers should also review the documents required for GST registration for e-commerce businesses and prepare the supporting information applicable to their circumstances.

The application is forwarded to the e-commerce operator for consent. The operator must respond within seven working days. Once consent is received, the application proceeds through the applicable authentication and verification requirements before registration is granted electronically.

Only one registration under Rule 14B can be obtained against a PAN in a particular state or union territory.

What Should E-Commerce Sellers Know?

The new mechanism can help eligible online sellers expand into other states without establishing their own physical premises there. However, registration is subject to the prescribed conditions and is not automatic merely because a seller uses an online marketplace. Sellers must maintain the required books and records at their principal place of business in their home state. If an e-commerce operator withdraws its consent, the seller must follow the applicable amendment procedure within 30 days.

Businesses planning interstate expansion should review their eligibility, warehouse arrangements and GST compliance requirements before applying under the new provision.
